Abstract: This research study on "Cooperatives for Small Farmers" Initiated by the ICA, was carried out in collaboration with the RTI o f the Netherlands and -the NCC of Sri Lanka, It was begum on the 1st o f March 1980 and concluded by 31st May, 1981. The main objective o f the study was to identify a methodology of intervention to activate particularly small farmers is the rural milieu for cooperative action in seeking solutions to their social and economic problems. Hence verification o f the belief that small farmers are inadequately served by the existing cooperative institutions and also the diagnosis of the causes if that be lief is found to be tenable comprised a concomitant part of the study.
